This didn't work for me on either my desktop or PowerBook (running OS 10.1.5). Is it an OS-2 feature only?

Probably 10.2 only...

It worked fine on both of my machines (iBook and G4), both of which have been Jaguared.

I'm running FruitMenu on an iMac running 10.2.1 and I found that this does not work from the Fruit Menu sub-menu. It only worked if System preferences were open.
