Boot Camp is, in fact, available to download for free; the two "updates" to 3.1 found at Apple Support Downloads (http://support.apple.com/downloads/#bootcamp) are actually full installs; I've used them myself on new installs (one of the ways to get Win7 working on an unsupported system, like my 2006 Mac Pro.)

Well Apple must have modified it, they are now updates. I just tried it, and it asked for Boot Camp 3.0.

Boot Camp 2.1 is downloadable and is a full and upgrade install in one, but 3.0 is only available on the Snow Leopard DVD, and it needs to be installed before the 3.1 update will work.
