I think the hint submitter is confusing the terms "springboard" and "button bar". The button bar is the area at the bottom of the screen, containing up to 4 icons, which stays the same regardless of which page of apps you're looking at. The springboard is the entire app-launching system including the pages of apps and the button bar. In Mac OS X terms, think of the springboard like the Finder and the button bar like the Dock.
