Funny: I described exactly this possibility a few days ago in the Q&A section of the U.S. Apple Store for the Camera Kit.
Sadly, I later "added" another answer only to see my first getting deleted by that.
Anyway - all one needs to have is a DCIM folder at the root level of a disk, and the disk doesn't even need to be FAT formatted! HFS+ is supported, too!
So, just format a USB stick and place a DCIM folder onto it, and put your picture files in there, and the iPad should be able to import them.
