Why not use GlimmerBlocker? Ok, first of all it's intention is ad-blocking, but in fact it's much more than an ad-blocker and one of it's feautures is the ability to define URL-specific proxies. Just follow the instructions, add the domain of your university library services as new rule and you're done.
And best of all: GlimmerBlocker is a systemwide service and independent from the browser, so it works in FF, Safari, GC, ... - and it's free!
