System Preferences>Accounts>Change Password… (not necessary to log-in)>click on key icon and voila up pops Password Assistant. Many types are available: Memorable, Letters and Numbers, etc.

Can't find in Core Apps. Would be handy to run as an app. The window disappears when you use another app other than System Preferences.
