If you use IE as your default Web browser:

u have always been able to do this with IE - drag the URL from the browser Location or any link on the page to the desktop and u have a .URL file.

In the newest IE, you have the option to open URLs generated from outside IE in a new window (see special settings prefs), something most other browsers have done for a while. However, Double clicking a .URL file in the finder will NOT open a new window for some reason - it will open it in the frontmost window.

The trick is, rename your .URL files to .webloc and they will open in a new window like they should. Other than that, the .URL and .WEBLOC files are identical.

Have no idea why one opens a new window and one doesn't but at least we have an option... all part of the magic and mystery known as OS X.
