In 10.6 Security preferences there is the option to set how long after display sleep or screen saver that the password is required. So simply setting that time to 5 minutes (or 15 minutes, those are the two closest options in your case) will do exactly what you require. Hope this helps.

Steve, that solves the battery issue, but it doesn't solve the issue when my system is plugged in.

I currently have a hot corner set to activate screen saver. When I leave my desk, I move the mouse to that corner, which activates the screen saver and also locks my screen.

I guess what I'm seeing is that Apple "fixed" what wasn't a bug... they removed functionality, and so far there's no way to get it back. :(
