DVD association certification is a hardware thing, not a software thing.

While there are "official DVD drives" (certified, that follow the spec) and "unofficial drives" (that don't follow the spec and don't have certification), there is no such distinction in software. So PowerDVD, WinDVD, DVD Player, VLC, et cetera, are not "official" players in any sense and do not need to submit to the DVD association.

The problem for Apple is, that they sell Apple-branded DVD drives, so they have to be careful about getting on the wrong side of the DVD association. That is why they voluntarily prevent DVD Player from being used to make screenshots (where possible).

The makers of PowerDVD and WinDVD and VLC do not make DVD drives and have no contact with the DVD association, and therefore do not restrict the taking of screenshots.
