I live in France and subscribe to the SFR/Neuf Telecom Internet, telephony, and HD TV ADSL service. When I set up the router which has both wired and wireless access, I can choose whether in addition to the encrypted traffic my family and I use, I want to be generous and set up a WiFi Hotspot so that other people can access the Internet through my infrastructure. This publishes a second network with a generic name. If I choose this option, people within range of my WiFi network can simply connect to it without supplying a password -- and without even knowing whose hotspot they are using.

By the way, in the States we are being ripped off. The service I mentioned above costs me 30 euros a month (incl. tax) and it includes all the equipment (such as the HD TV decoder). It lets me make free phone calls to every fixed line in Europe, to fixed lines in most Asia/Pacific countries (among which Japan and Australia), as well as cell phones and fixed lines in the US and Canada. With the current exchange rate, it's about $45 per month, but in reality it's less than that (my income does not depend on the dollar and euro exchange rate). And Internet is fast: I get anywhere between 15 and 20 mbps. I have a place back home in North Carolina, and there's no deal I found that even comes close to this type of value. Oh, and best of all: I don't pay any phone bill any longer as I am not a customer of the telephone company, yet I kept the number I had when I had a fixed Telco line. They do get some stuff right over here.
