Sorry Apple! There is a way to cycle windows on a German keyboard, I just found it out! Just hit "Command"+"<" and "Command"+">"!!! I cannot imagine that I missed this all the time... :-/

I use a Norwegian keyboard, and have also been banging my head against the wall with the command-tilde thing. But command-> and command-< works swell for me as well! Ahh, finally! :)

But it is not standard across the applications, I wish explorer and other would automaticaly change to command + > on a non-english keyboard

Cmd+< works with my french keyboard (thank god for that!)

It works with IE also.

It works with Mozilla, but there's some strange invisible window you have to cycle through...

Interestingly, the key is always in the exact same physical location as the backtick/tilde key on the US layout, regardless of the keyboard layout being used.
