If I use the bookmark ~/Downloads/ it works fine.

Is this something that broke between Safari 4 public beta (which I'm still using because I like the tabs) and Safari 4?

Are you sure you're reading the hint correctly? Using the method you mention (in Safari 4.0.2, at least) takes you to a Finder window of ~/ with ~/Downloads/ selected. Using the .DS_Store hint, it'll take you directly to a Finder window of ~/Downloads/

If they really changed that functionality between the beta and the official release, that strikes me a bizarre (and unfortunate).
