Wow, Thanks for this. I have been blaming ATT dsl for this for a while.

I, like others, don't use RSS. What I did was to go to Safari prefs and removed RSS articles now (button on bottom or RSS tab). That helped me, and keeps me from digging in "deep ground".

I found this specific tip (removing rss articles through the preferences panel) very useful. Even with Safari. 4.03 on Snow Leopard, the speed up is noticeable.
I found I had rss feeds set to be removed after 2 weeks, and simply opening a new window could take up to 20 seconds occasionally. Now, after deleting all feeds it's back to a about 1 second. Perhaps the other tips in this thread would speed it up even more, but this is a much simpler thing to do.
