You also need to have Location Services (under the General menu of Settings) turned ON on your iPhone.

I got a data roaming package for a 2 week river cruise in Europe this past month. Instead of e-mails, my wife and I took pictures of the other with our iPhone at each stop along the way with a location label. When I got back, I UL'd those photos in to Picasa and then had them displayed on a map.

Data roaming IS expensive (~$1/MB) but it is exceedingly useful for trips in Europe.
