If it's a third party application, it may not have been translated. All Apple applications should be translated, so you may not have installed the languages when you installed your system. There should be an installer on one of your system disks. Also, it's possible that the language is supported but just not listed for some reason. Try setting the language in the International System Preferences and see if that changes the application.
