Or rather: like in emacs, or anything compiled against libreadline (or one of its clones) with emacs-like line editing mode enabled.

No, more than that - try it in Safari's address bar, the Spotlight search box, a file save dialog, when renaming a file in Finder, etc... it works pretty much anywhere.

It does indeed work "pretty much everywhere" one place it does not work is Office 2004. I know it is not cocoa, but I wanted to mention it because so many people have it.
