No recourse for diffs

I can see Apple's basis for complaint for distribution of modified versions of their extras.rsrc file, but couldn't one get around this by simply distributing a delta of ones modifications? (Such as something created with the UNIX tool 'diff')

It would be fairly easy, also, to create a simple tool that takes the diff as input and creates the modified extras.rsrc file. (And that takes the modified file and creates a diff, of course)
