How is this any better than scrolling with the mouse's scroll wheel? Or am I to assume that this hint only applies to those who have a USB mouse with no scroll wheel?

What makes it better is that the two-finger trackpad scrolling is multi-directional. In other words, you can effortlessly scroll vertically, horizontally or even diagonally.

It's different because the point of the hint is that you are using your usb mouse (scroll or no scroll) AND your trackpad - both hands working together. In the instance of the spreadsheets, moving the cursor with the usb mouse between panes allows the split panes to be quickly and accurately scrolled left/right/up/down.
I'm sure it can apply to other difficult tasks, such as FinalCutPro as others have mentioned.
