Why this Happens
Yes, you may see this problem from time-to-time, but newly-created user accounts on a Mac OS X 10.5.2 or later Leopard system should not exhibit it. To be able to explain what's going on, you need to know a few of the rules that Mac OS X uses for setting file permissions:
