Preview provides keyboard shortcuts for jumping to the beginning or the end of a PDF file. However, I could not find anywhere a way to do that using the mouse short of pressing Option and clicking the top or the bottom of the scroll bar. This is an alternate, and perhaps more intuitive method.
In order to jump to the beginning of the document, press and hold the Option key and then click on the Previous page toolbar button. Doing the same with the Next Page toolbar button jumps to the end of the document.
One subtlety to note here is that the Option key must be pressed after the mouse cursor hovers over the appropriate toolbar button for this to work. If you press the Option key first and then bring the cursor on top of the toolbar button and click it, it does not work.
[crarko adds: I tested this, and it works as described, including the subtlety mentioned. If you press the Option key first, the button becomes inactive.]
