Fix iTunes Genius Timeouts Apps
This may help if you cannot turn on the Genius feature of iTunes and are using a router and experience a timeout error.

The symptom is iTunes experiences a timeout error when the user attempts to turn on the Genius feature on a Mac that is connected to the Internet via a router.

A possible fix is to connect the computer directly to the cable modem. Allow Genius to turn on, then re-connect the computer to the router. Once Genius is turned on, it should continue to update your music ratings successfully.

[crarko adds: Hard to say if this is a bug in iTunes or just something funky with the network setup.]

I've had this same problem for about 2 years. AppleCare actually suggested the same solution.

I'm using a Mac Mini with iTunes 10 the latest Airport Extreme router.

Connecting the machine directly to your cable / dsl modem is a useful step in diagnosing the problem. If the problem goes away then your router is the issue. However the problem is not solved by this. You should still look into the problem with your router or look into replacing your router if it is an old cheap one.
This kind of issues can be caused by several things. One frequent issue with older routers is that they have to little memory to handle modern broadband effectively. This will show in timeouts or generally poor performance.

Bypassing my Airport Extreme router was the only solution that worked for me.
