With iMovie 08, themes found in iMovie HD ('06) have disappeared. Importing a project from iMovie HD won't help, as the theme you have created won't be imported, only the clips. But if you want to use the themes from iMovie HD into iMovie 08, there's a workaround.
First, open iMovie HD and create your themes as you would normally would. Then, save your projet and quit iMovie HD. Browse to your iMovie HD project, Control-click on it, and choose Show Package Contents from the pop-up menu. In the Media folder, you'll see your created theme in .dv format. Open iMovie 08, and drag the DV files into the library where you want you theme to appear. iMovie 08 will copy the file to this directory in its library.
Beware that if you simply drag the file, it will be moved, not copied (at least, when on the same hard drive). If you want to make a duplicate of the DV file, use the Option key when dragging. If moved, next time you open iMovie HD with that file, it will complain that the file no longer exists. You can copy it back to the iMovie HD project, using the Finder, if this happens.
Moving (or copying) the DV files directly in the iMovie 08 events folder will also work, but you'll have to quit iMovie 08 and relaunch it to make the changes appear in your library.
[robg adds: I haven't tested this one.]
