10.4: One solution for a broken Spotlight menu System 10.4
My Spotlight menu was refusing to drop down -- clicking on the blue Spotlight icon on the right side of the menubar was not showing the mini Spotlight textbox at all. I tried trashing the Spotlight preferences file, but that was useless. However, using Onyx to clean the fonts cache was the solution -- after I did that, the Spotlight drop-down returned to life.

[robg adds: You can clean these caches yourself, though a tool like Onyx makes it much simpler. To clean by hand, remove the entries in the com.apple.ATS folder within the top-level Library -> Caches folder. I tested removing these myself to make sure nothing bad happened, and so far, nothing has.]

Or just boot to Safe Mode (hold down the Shift key while booting) to clear all caches and repair the disk.

Or you can change the Display Resolution back and forth and that did it for me.

Logging out and loggin back in solved it for me (so far in the few instances where it happend). I presume the culprit might be WindowShade X which I'm still running in version 3.6.

For me, running Activity monitor (Applications -> Utilities -> Activity Monitor), finding the SystemUIServer process, then choosing force quit reset the menu bar and spotlight started working again!

I was having the issue of the spotlight menu bar not appearing.
