Apple did some bad communicating when introducing the latest Quicktime 7.1.3. One result is what would seem to be a bug with iCal -- the vibrating alarm clock is missing from iCal's alerts, as seen on the linked page.
You need to enable Flash support in the QuickTime System Preferences panel (on the Advanced Tab) in order to get the animated alarm clock back in the iCal Alarm window. You have to re-login for the change to take effect, as the iCalAlarmScheduler process must be restarted.
