Well, this is clearly a bug that will have to wait until Apple sees fit to update, but in the meantime, Option-click on the smart playlist and slightly modify the selection criteria and save it. This will update the selection. I usually make a small change to the limit value (ie; 1600 -> 1599) just to keep from having to revert the change right after.
[robg adds: Macosxhints' guest editor Kirk McElhearn and I were looking at this, and it definitely seems to be a bug. Weird things happen, too, if you're playing the last song in the smart playlist -- the progress bar will reach the end, but the song will never be marked 'done.' You will not see this glitch if your smart playlist includes rules based on updated data, such as play count, last play date, etc. Kirk points out that you can also refresh the playlist by simply highlighting all the songs on it and pressing Delete. iTunes will then re-stock the list with new music, assuming you have the Live Updating box checked. This seems like an easier solution than modifying the playlist's rules.]
