To enable the Debug menu in Apple Remote Desktop 3 simple enter this into Terminal.app:

Didn't work.
Sorry, I was unable to get any debug menus to appear in ARD3. I even tried running the command under sudo, it had no effect.

The corrected hint works, although the debug menus don't seem terribly interesting.

People keep posting hints like this, with an integer '1' slapped in where a boolean TRUE value belongs.
