Tiger can have "issues" caused by networking, especially when connected to 10.3-served AFP shares. Sometimes these "pauses" affect the Finder, Dock, and right upper menu bar, effectively locking you out of the GUI to launch something like the Terminal to bail out.
However Spotlight keeps working, and at full speed. I have been able to type Terminal in the Spotlight search box, and then double click the app in the results list to launch it.
[robg adds: Yesterday, I was having iDisk mounting issues that were causing similar symptoms; I wish I had thought to try Spotlight to get the Terminal running...]
