Select the clip to modify. Speed up or slow down in timeline as usual (probably the max setting, since you want more than that). Next, apply <b>any</b> effect, and now you have a 'new' clip. This 'new' clip can now be slowed down or sped up again.
Without applying the effect to make it a 'new' clip, iMovie will only let you slow down or speed up to the max value one time.
