In "Tools," however, we find "makePDF." Dropping a bunch of pictures on the makePDF icon creates a multi-page PDF file containing your pictures. Isn't much, but it might be of use to someone.

Go to System/Library/Image Capture. There we find two folders that contain some interesting stuff: "Automatic Tasks" and "Tools."
In "Automatic Tasks," we have "Build Web Page" (BWP) and "Build Slide Show" (BSS), both of which have been covered here before (1, 2).
In "Tools," however, we find "makePDF." Dropping a bunch of pictures on the makePDF icon creates a multi-page PDF file containing your pictures. Isn't much, but it might be of use to someone.

Another way to combine PDFs

Another way to combine PDFs
After reading postings about using *NIX tools to make multi-page PDFs, I switched to using Combine PDFs. It is a fantastic application - simple, stable, and relatively fast.

Agreed, I use this in conjunction with BookLightning (not free, but cheap) to produce my imposed tabloid newsletters with PDF output from Quark. It all works great.

This is quite interesting...but why have these been developed? What or who uses them? Who talks about them? Who supports them?

It's one of those mysteries of OS X.
...because there's a big need for these types of functions!
