Append filename extensions to Mail attachments

I know that at least the version of Mail included with 10.3 has this 'feature.' When adding an attachment, if the file has an extension as part of its name, and the option to show the extension is selected in the Finder, then the name of the file as attached to an email will include the extension.

However, if the file has an extension as part of its name and the option to hide the extension is selected in the Finder, then the name of the file as attached to an email will NOT include the extension. This is true even if the Mail option to "Send windows friendly attachments" is selected.

IMHO, Mail should always add the extension if one is included in the file's name in the Finder.
