10.3: Temporarily override smooth scrolling setting System
If you hold down the any of the Shift, Option or Command keys and press Page Up, Page Down, etc, when you have smooth scrolling turned on, the scroll bar moves straight to the destination instead of trying to scroll smoothly. This can be a time-saver if your machine is currently being slow.

In read-only windows, such as Safari, there's no need to use Page Up/Down for these rough-scrolling shortcuts. Shift+Up/Down = Up/Down by line; Option+Up/Down = Up/Down by screen; and Command+Up/Down = Beginning/End of document/window content.

I've got panther but I cant figure out how to enable smooth scrolling in the first place!!! can anyone help?

Look in system prefs -> Appearance -> Use Smooth Scrolling

If you just turn on caps lock, you won't need to hold shift.
