10.3: Favorites folder behavior in sidebar vs. toolbar

In 10.2.x, dragging a file/folder to the Favorites icon in the toolbar made an alias of it in the Favorites folder. After an archive and install of Panther, a Favorites folder appeared in the Side Bar. Dragging items into the sidebar Favorites folder, however, actually moves the file/folder instead of creating an alias.
I'm still not sure if this is a bug or just a problem with my install, but I found a workaround. If you drag the Favorites folder into the Toolbar it works as it did in 10.2, i.e. it creates an alias in the Favorites folder but does not move it.
[robg adds: I can confirm this same behavior on a clean-install Panther machine. The Favorites folder is definitely 'unique' in its toolbar behavior -- any other folder placed on the toolbar will move (or copy if the folder is on another drive) anything dropped onto it; the Favorites folder, though, creates an alias if it's in the toolbar.]
