If you check in the Date & Time preferences, you only have a choice between displaying your clock in the menu bar or as a window. However, there's an easy way to do both. Set the preferences to display the clock in the menu bar, and set the following as a Startup Item in the Accounts preferences:

/System -> Library -> CoreServices -> Menu Extras -> Clock.menu -> Contents -> Resources -> WindowClock.app

You'll need to select Show Package Contents for Clock.menu, then drag WindowClock.app into the Startup Items list. Alternatively, you can just launch the above from the command line, or even create an alias to it and launch it when you want with a double-click.

Note that if you change the Date & Time prefs to Window then back to Menu bar, it will quit the WindowClock.app.
