You can navigate most dialogue boxes easily in Panther. But the Finder's Find window seems to be unique. You can tab between buttons, but once you tab "into" the list of Specific Places to search, the tab key only cycles through the list in alphabetical order.
To get out of the list, press Control-tab, which will then highlight the next button.

Control-tab seems to be the replacement for tab in controls where tab has been usurped. I'm pretty sure I mentioned this in some other comment, but if you select a multiline editfield in a regular app (Safari doesn't count, its text fields don't accept tab), control-tab (and control-shift-tab) acts like tab (and shift-tab).
