After poking around a bit in Panther, it appears at first that the KeyCaps application is missing. Don't worry; it's not, but it's also not a separate application any longer. To see KeyCaps, open the System Preferences application, then select International and click on the Input Menu tab.
Check the "Show Input Menu" box at the bottom of the dialog, and check the Keyboard Viewer option box in the list. KeyCaps is now available on the flag menu (which has moved to the right side of the menubar).
[robg adds: Though I like the new KeyCaps and its more easily accessible location, I lament the passing of the text box that used to exist above the keyboard image. Sometimes I want to place a special character on the clipboard, not necessarily directly into an application, and I can't see how one can do this with the new KeyCaps window. With the old app, you could just copy it from the text box.]
