Here is a simple way for you to duplicate your dock for other users. Open /Users -> your_user -> Library -> Preferences and copy com.apple.dock.plist onto your desktop. Use Get Info (Command-I) to change Ownership & Permissions -- change Owner to the desired user; you should have to Authenticate using your admin username and password. Drag com.apple.dock.plist into shared area (/Users -> Shared).

Logout and login as the desired user. Open /Users -> Shared/ and drag com.apple.dock.plist onto your desktop. Now open /Users -> new_user -> Library -> Preferences, and drag and replace the plist file from the desktop.

Logout and back in: The dock should be duplicated from the administrative user.

[robg adds: Obviously, if there's anything in the dock that's "Admin only" or in your admin user's folder, it won't work on the new account.]
