Fix broken audio inputs when using Audio Hijack Apps
Audio Hijack may prevent or corrupt certain audio inputs. Specifically in my case, it disabled Speech Recognition. To fix this you must open System Preferences and choose the APE Manager extension and add any programs to the exclude list which have been affected.

Immediately after adding SpeechRecognitionServer to the list, my speakable items worked again. There have also been reports of TV tuner cards being affected.
