Fix lost Accounts panel in System Preferences System
When upgrading Mac OS X, sometimes the "Accounts" panel doesn't appear in the System Preferences app for administrator accounts. To fix, log in as root (or any other administrator account which works properly) and then open System Preferences -> Accounts.

Disable administrator status for the account in question. Quit System Preferences. Restart System Preferences and enable administration privileges for the account in question. Logout and login as the account in question, and it should have the Accounts panel again.

I haven't seen a missing prefpane but I have seen duplicated prefpanes before. This might be related so I'll post the fix for dupes.
There is a cache file for the system preferencepanes that can be tossed for this problem.
Each user has its own (I'm guessing that's why logging in as someone else in the original post worked) in ~/Library/Caches/com.apple.preferencepanes.cache
Toss that and relaunch the system prefs and all should be good.

You don't have to do that really. All you need to do is going into Users --> <Account with problem Users Folder> --> Library --> Caches and once in there delete the file named com.apple.preferencepanes.cache and then login/relogin as that user.

no need to do anything other than quit system preferences and delete ~/Library/Caches/com.apple.preferencepanes.cache

relaunch system prefs and all should be groovy

Not exactly the same symptoms, but the same solution corrected the problem....

For some reason, the list of users in the Accounts panel became empty. It still allowed me to create a new user, but that user didn't show up either. However, all was okay after I quit System Preferences, move the cache file, then restarted S.P. Even the new user is showing now.

Very weird.

This "method" is surely an overkill...when you can just delete the cache and get the same result :)
