When using ssh from the built-in MacOS X terminal, I cannot use the F-keys nor keys like PgUp or PgDown on a Linux server environment. I don't know if this might occur on different operating systems, too, but I have only tried Linux so far. In contrast to that, if using ssh from xterm from Apple's X11, I do not have any problems with special keys at all. This seems to be the first properly working ssh/telnet solution for MacOS X.

Function keys work all the time for me
That's odd. I'm running OS X 10.2.4 and X11 0.2. Page Up and Page Down work absolutely fine for me using either the default Terminal or an X11 xterm sshed into Debian Linux, RedHat Linux and Solaris so far. It scrolls back into the buffer, as I expect it to. I have a Powerbook so my Page Up is 'fn+arrow up'. Are you referring to a full keyboard? Maybe that has something to do with it?
Function keys (don't) work all the time for me
I don't want page-up to scoll back into the terminal buffer. Typically, when i'm ssh'ing in to another box, i'm oftentimes running applications that also react to the pageup/down keys (e.g. pine, various irc clients, emacs, other applications). I -want- pageup/down to be passed through terminal to the ssh session - NOT caputred by terminal for scrolling back.
Not here
I am not sure in what case you are finding th fn keys working, but for me and what I am trying to do they still are not working all the way. The one fn key I can not get to act properly is f5. I finally looked at PowerTern by Ericom which has had the best results so far. Downside, it is not cheap at all!!
Scrolling in Apple's Quartz-WM?
