InDesign text trapping glitch in EPS output files

When saving out InDesign documents as EPS files for sending to the bureau, I was finding that some text was 'bolding' as if the trap was incorrect. After much testing, it appears that InDesign, when saving out as an EPS, will 'outline' text that is too close to a graphic. But it also keeps the remaining text within the EPS as text, thereby causing the bolding effect. The workaround is to merely put the text on a layer above the graphic.
