Use OS 9 keyboard layouts in 10.2 System
Under Jaguar, keyboard layouts from OS 9 can now be used! Just add the extension ".rsrc" to your existing OS 9 keyboard file, then copy the file to /System -> Library -> Keyboard Layouts -> YourKeyborad.rsrc.

You could also use rsrc's in previous versions

Only the location was different, and the folder wasn't so conveniently called "Keyboard Layouts". In case anyone's interested (and/or wants to use this trick with a previous OSX version) the location to put a rsrc file used to be here:

Safer to use /Library

/System/Library/ only has write permissions for root.
But most anything you put in /Library/ will be seen by the system also. So anything that should be global can easily be put here. And yes there is already a /Library/Keyboard Layouts/ folder.

This is a dupe!

But it's still a good hint, anyway.
