Stupid simple -- yet feature full. Just go to the osxfaq.com MAN pages link. You get alphabetical access to the entire collection, or you can look at a "man" chapter listing (commands, syscalls, etc.) at once.
A huge one like "tcsh" is easy to read and searchable with command-F. The main advantage, though, is that if you use a superior browser that does tabs ;), you can open linked pages without losing the one you're in.
If you like HTML, it's done already, just save the site.
