Switch PowerBook volume/brightness keys

Since I need regular access to my TiBook's function keys (F1-F12), I hated the fact that I had to press the modifier key to access F1-F6 (the volume/brightness keys). Since I hardly ever adjust my volume/brightness, this was a poor default config for me.
In OS 9, you can go to the Keyboard Control Panel and switch the function keys to act this way, but Apple's not gotten around to adding this same functionality to OS X. As I was browsing through the Mac NNTP boards, someone mentioned that OS X will obey your OS 9 setting, but you HAVE to boot into OS 9 to set it (just doing it in Classic doesn't work).
