Temporarily disable bouncing icon dock alerts

The dock control panel lets you switch off icon bouncing, but that's only for when apps are being launched. This doesn't change the fact that they still jump up and down if the app wants to attract attention using the notification manager (which replaces the OS 9 flashing icon in the manu bar).

However, if you quit the dock (for example using the process manager or the terminal), this functionality is lost. Icons will no longer jump up, until the next logout.

So if some badly written app is trying to get your attention every few seconds (to let you know a server is down, or for whatever other reason), restart the dock by quitting it, and the bouncing icons will stop.

[Editor's note: I haven't tested this myself yet, but I certainly will the next time I get a "Can't connect" error in Mail.app!]
